The page will only reload if the link is a full URL or the anchor you are linking to is on a different page. If it's just an anchor on the page, the link will scroll to that position.
If you look at my site's home page, it has a home button in the footer which links to an anchor at the top of the page. When you click, it scrolls smoothly back to the top.
