You need to use a script to do that.  You could record an action that could come close if you can live with some extra White Area or some other color on image that have the wrong Aspect Ratio. All image would wind up 680px by 850px with a 50px white top border and 150px white bottom border. Image with the wrong aspect ratio would have additions border added any color you want. image with landscape 68:65 aspect ratio will not have extra borders.

 

Image with that  landscape ratio will resize to fit 680x650 using Fit Image perfectly. After you fit the image to 680x650 you add 50 px of canvas to the top then add 150 px of canvas to the bottom then you set the canvas size to your 680x850px.

 

Your portrait aspect ratio image will have the 50px top and 150px bottom borders you wider the 68:65 aspect ratio landscape images will have borders larger the 50 and 150.
