Crop the individual photos (work on duplicates) to the desired sizes, then save them in a folder on your desktop, or wherever.
It's also a good idea to have the resolution of the photo files in the 240-300 px/in range for printing. For web work, 72px/in is ok.
Once you have this worked out, do the following:
File>New>Blank file. Enter the dimensions of your paper stock, resolution the same as the photo files, background to suit.
Open the prepared photo files, and drag each one from the Project Bin up to the work area. They will come in on separate layers. If you prefer, you can copy/paste
Position with the move tool, and, re-size with the corner handles of the bounding box, if necessary
