Re: While editing tables in InCopy, is there an easy way to re-tighten the spacing of all of the rows at once?

That could be due to the fact that you've adjusted some of the rows independently of one another. Try highlighting the table and choosing Table > Distribute Rows Evenly. Now you should be able to hold down Shift and drag the bottom edge of the table to adjust all of the rows at once. Again, you'll only be able to make them as small as the at least setting defined for the row heights. If you reduce that value and possible the text inset on the top and bottom of the cells, you should be able to adjust them using the technique described above.
