my understanding is dvd specifications are only for 29.97 fps. you can use source 23.976 on a dvd, but it has to be converted to 29.97 in which case it will repeat every 4th frame once.

 

See the posts by Jim Simon and Neil Wilkes in the thread you linked. Premiere/AME does not convert to 29.97, it just adds the flags for pull-down.

 

Mark, I think Windows Explorer and VLC are reporting it wrong. Look at mediainfo which will show 23.975 with 3:2 pull-down. And Encore which will show 23.976.

 

Build a disk and play on a player and see what you have.
