Adobe only sells (or rents) their latest products, so you would have to seek out some third party vendor to find an older version for sale. As far as finding a version that is suitable for your machine goes look thru System requirements | Adobe Photoshop Elements (found via searching Google using "Photoshop Elements System Requirements").
