Massive thanks to Saravana on the live chat - it's all resolved
for other users who find this the permissions on my ~/Library/Application Support/Adobe folder were wrong - I think from the upgrade to mavericks
The 'admin' user group didn't have read&write permissions so the Creative Cloud app couldn't create folders and files it needed too
Gave the 'admin' group r+w access and everything works perfectly now
