This can be achieved by creating a lens flare element in Photoshop and animating its opacity and/or a Glow or Exposure effect on it.
Alternatively, you could use the Lens Flare effect that comes with AE and tweak it a bit (and add some color correction and masks).
Alternatively, you could purchase a lens flare plugin like Optical Flares or Knoll Light Factory.
