There is an obscure feature of the Ruler tool that I think can help with this. Open Image > Analysis > Set Measurement Scale, and choose Custom. Measure a unit on the physical ruler, and enter your unit in Logical Units.
Then, in the Ruler tool Options, check Use Measurement Scale, and the Ruler will read out the physical dimension.
