I'm having the same problem & it worked in a previous version, so yes, seems to be a bug in 10.2.0.69.
I get around it by typing the hex, CMYK (or RGB) color values for the selected color into the number boxes. Copying & pasting it as hex is easiest, since it's only one number. Seems to work, but still it would be great if you could once again just touch the button.
Now, that all the colors in swatches produced from Adobe Color Theme seem to be transferred to ID swatches as RGB is yet another issue… not a big deal to change to CMYK, but a pain none the less.
