Adding a frame

I am still using PSA 11 (PSA 13 should arrive tomorrow!) and, even though this is not something that I use a lot, I am perplexed with the software behavior when I try to add a frame from the Graphics presets to a photo that I have already opened in the Expert module. Sometimes it will immediately throw a frame around the photo but most of the time it will superimpose it on the photo, like a layer, asking me to add a photo within the frame by clicking on a file or by dragging it in. Since the photo is already behind the frame, I have no idea what to do. Is there a glitch or am I doing something wrong?
