You have not said what version of Premiere Elements and on what computer operating system it is running. So, I will give you details for
Premiere Elements 11, 12, or 13 on Windows 7 or 8.1 64 bit.
I am not understanding your question in the translation. This is the answer to what I believe your question might be...
Once you (manually) or the project (automatically) set the project preset for a new project, you cannot change the project settings. You start a new project.
It is a longer story, but we will leave it at that for now.
If you want to set the project preset manually...
File Menu/New/Project and Change Settings
In ChangeSettings, change the project preset to match the properties of your source media. OK to leave that area.
In the new project dialog which comes up next, make sure that you have a check mark next to "Force Selected Project Setting on This Project". OK to leave that area.
Then, back in the Expert workspace, import your source media with Add Media/ and the appropriate choice after that.
