That's odd--ExportPDF is available for purchase in Brazil. Please see Countries where ExportPDF is available for purchase.
Please clear the browser cache, log back on to http://cloud.acrobat.com, and make sure that you're logged in to the correct Adobe Store (look in the lower-left corner of the Adobe.com website). If you don't see Brazil listed there, click Change and select Brazil.
Then, provided that you have a credit card with a billing address in Brazil, you should be able to subscribe.
