John, I had this same problem. If you actually send the email rather than sending a test you will find that it works they way you anticipate it will. I don't know why it doesn't work when you send test emails but when you schedule and send it, it will work.
As always, make sure you send a test to yourself first, then make a copy of the email and send the real recipient list once you know it is working.
